Rules address threats, harassment, privacy violations, impersonation, fraud, manipulation, access-control evasion, malware, infringement, unlawful activity, and materially disruptive conduct.
High-risk or coordinated activity may be held before publication; trusted participation may receive retrospective review. Actions must be proportionate to the documented risk.
Material actions cite a rule, preserve evidence, record actor and reason, and provide notice unless notice would create a security, legal, or safety risk.
The ordinary appeal target is ten business days. Time-sensitive institutional cases target 24 to 72 hours where feasible, with independent review when staffing permits.
The case record preserves the original action, appeal, reviewer, outcome, and rationale.
