WorkingPolicy does not turn popularity into evidence, expertise into authority, AI output into fact, or a platform action into government adoption.

Provenance before polish

Claims, clauses, funding assessments, constraints, summaries, and decisions retain their underlying sources and review state.

Conflicts remain visible

Counterevidence, limitations, unresolved assumptions, objections, minority concerns, and rejected amendments do not disappear when a version advances.

Support belongs to a named version

A material change can require reconfirmation. Suspicious participation is reviewed and appealable rather than silently reweighted.

Assistance is labeled

AI research, summary, suggestion, human-edited content, expert review, staff approval, counsel review, and adopted text use distinct states.

Substantive actions are audited

The record preserves actor, role, organization and jurisdiction context, prior and resulting state, reason, evidence, AI involvement, human approval, version consequence, and correlation identifier.
