What WorkingPolicy is

One-sentence description: WorkingPolicy is an AI policy-development system that researches a public need, tests an idea, and builds a policy record people can inspect and improve.
Its role: The system performs initial research and drafting work. People, experts, organizations, staff, counsel, and authorized public bodies retain their distinct review and decision roles.
What it does not do: WorkingPolicy does not adopt law, grant government authority, certify a proposal, or replace official legal and public decision processes.
